Memorandum Circular no. 2019-2176 details the rules and regulations on accreditation, supervision, and control of driving institutions and on standardization of driver education.
According to this memorandum which was implemented by the LTO on April 6, 2020, all applicants for a student’s driver’s license are now required to take and pass a 15-hour theoretical driving course under certified instructors. This course may also be availed by those who want to refresh their knowledge of the theoretical aspects of driving in the Philippines.
Steps on how to get a TDC
1. Enroll in a Theoretical Driving Course in an LTO-accredited driving schoolÂ
The Land Transportation Office (LTO) has announced that the 15-hour Theoretical Driving Course (TDC) can be taken for free at LTO Driver’s Education Centers. You can avail yourself by going to the nearest LTO Drivers Education Center in your area and asking for the next schedule.

2. Attend the 15-hr TDC seminarÂ
This seminar can be done online or face-to-face. The said course is divided into three sessions, for 5 hours in a day. It must be completed within two years from the day an applicant decides to begin.
3. Take and pass the exams.
The exam is composed of 100 items, which are all multiple-choice. You need a 70% score to pass the test.Â

4. Get the certificate
Once you have a Theoretical Driving Course Certificate, you may now go to the nearest Land Transporation Office near you to apply for a Students Driver’s License.
