Professional vs. Non-Professional: What’s the Difference?

A Non-Pro License allows you to drive private vehicles, like a personal car or motorcycle, for your own use.

But if you’re:

  • Driving a jeepney, bus, or taxi,
  • Delivering packages for a living,
  • Driving a company car for clients,
  • Handling any vehicle that weighs more than 4,500 kg,

Then a Non-Pro won’t cut it. You need a PDL

The LTO (Land Transportation Office) uses restriction codes to determine what kinds of vehicles you’re allowed to drive. A PDL unlocks access to heavier, commercial, or public-use vehicles, not just private ones.

So, Who Can Apply?

Before you rush to the LTO, make sure you check these boxes:

  • You’re at least 18 years old
  • You’re physically and mentally fit to drive
  • You can read and write in Filipino, English, or any local dialect
  • You’re not involved in drug or alcohol use
  • You don’t have any pending traffic violations

There’s also an experience requirement. If you already have a Non-Pro, you must’ve held it for at least one year. If you’re applying straight from a Student Permit, you need to have held that for at least six months.

What Do You Need to Prepare?

Here’s what you’ll typically need to bring when applying:

  • Your valid Student Permit or Non-Professional License
  • A completed Application for Driver’s License form
  • A Medical Certificate from an LTO-accredited clinic
  • Your PDC Certificate from an accredited driving school
  • Your Birth Certificate (PSA copy)
  • Your NBI or Police Clearance
  • Your Tax Identification Number (TIN) if you’re employed
  • A working LTMS account (LTO Client ID)

If you’re a foreign applicant, you’ll also need to show proof that you’ve been in the Philippines for at least one month, with a total stay of at least six months.

What About the Theoretical Driving Course (TDC)?

If you haven’t gone through the TDC yet, that’s the first place to start.

It’s a 15-hour course that covers basic traffic rules, road signs, defensive driving, and driver responsibilities. The TDC is required before you can get a Student Permit, which is the first step in getting any license at all.
