Renewing Your Driver’s License in the PH (2025 Guide)

Your driver’s license is your pass to drive legally. But what if you check your wallet and see it’s about to expire? 

Don’t worry because renewing it in the Philippines is actually pretty easy. This guide will help you understand who needs to renew, when to do it, what you need, and how to go through the process, whether online or at an LTO office. Let’s help you get back on the road, hassle-free.

Who Needs to Renew Their Driver’s License?

You can renew if:

  • You have a valid (or not more than 2 years expired) non-pro, pro, or conductor license.
  • You’re physically and mentally fit to drive (with a medical certificate).
  • You have no unpaid traffic fines.
  • You can renew 60 days before expiry, or up to 1 year early if you’re going abroad.

Tip: Set a reminder 2 months before it expires.

Requirements

Bring these:

  • Filled-out Application for Renewal (APL form)
  • Your current or expired license card
  • Medical Certificate from an LTO-accredited clinic
  • Comprehensive Driver’s Education (CDE) Certificate (if first renewal under new system)
  • Reorientation Course Certificate (if you have demerit points)

Special cases:

  • Expired over 2 years: No CDE needed, but must pass written and practical tests
  • OFWs: You may authorize someone to renew for you. Upon return, go to the LTO within 30 days to claim your card

Renewal Options

Option 1: Walk-in

  1. Create an LTMS account
  2. Pass the CDE Online Validation Exam (25 items, 20 correct to pass)
  3. Go to LTO and bring your documents
  4. Complete or present your medical exam
  5. Log in to LTMS for verification
  6. Pay the renewal fees
  7. Get photo, signature, and biometrics taken
  8. Receive your license card

If expired over 2 years: Take written and driving tests before biometrics/payment.

Option 2: LTMS Online Appointment

  1. Log in to the LTMS portal
  2. Take and pass the CDE exam
  3. Fill out the renewal form online
  4. Input your Medical Certificate number
  5. Choose an appointment slot at an LTO branch
  6. Pay fees online or on-site
  7. Appear for photo and biometrics

Note: You still need to show up in person for biometrics and photo.

Option 3: For OFWs

  1. Write an authorization letter for your representative
  2. Provide copies of your passport, license, and documents
  3. Representative submits and pays at the LTO
  4. When you return, claim your card within 30 days, submit your medical exam, and complete photo/biometrics

Fees

  • Base fee: ₱585
  • Late renewal penalties:
    • 1 day–1 year expired: +₱75
    • 1–2 years expired: +₱150
    • Over 2 years expired: +₱225 + ₱100 application fee
  • Medical exam: ₱300–₱500
  • Lost card (duplicate + certification): Around ₱453

Frequently Asked Questions (FAQs)

1. Can I renew fully online?
No. You can do the exam and set an appointment online, but you must still go to LTO for biometrics and to claim your card.

2. Where can I renew?
At any LTO Licensing Center or mall branch. Major offices process most OFW renewals.

3. Is a medical exam always required?
Yes. Every time you renew. For 10-year licenses, mid-term exams are no longer required.

4. What if I don’t renew on time?
You’ll pay penalties. If expired for more than 2 years, you’ll need to retake exams.

5. What if my license expired during the pandemic or card shortage?
Check LTO announcements. Extensions were offered before but don’t apply permanently.
