Land Transportation Office (LTO) Chief and Assistant Secretary Vigor D. Mendoza II urged all vehicle owners to attach their license plates as soon as their car dealers release them. This announcement, made on February 15, 2025, comes amid reports of some motorists deliberately refusing to install their plates despite receiving them.

Under Republic Act 4136 (Land Transportation and Traffic Code), driving without properly attached plates is illegal and punishable by a fine of P5,000.
Ensuring that license plates are securely attached is important for several reasons:

Strict Enforcement by LTO and PNP
- The LTO, in coordination with the PNP-Highway Patrol Group (HPG), is conducting inspections and tracking issued plates.
- Four-Wheel Vehicles – All backlogs have been cleared, and plates are ready for pickup and installation.
- Motorcycles – Backlog clearance is expected by July 2025.
What Vehicle Owners Should Do
- Check Plate Availability – Contact car dealer or nearest LTO office.
- Install Plates Immediately – Securely attach them upon receipt.
- Report Delays – Inform the LTO if a dealer withholds the plates.
- Follow Regulations – Do not modify, deface, or tamper with the plates.
