A viral video showing a group of Angkas riders blocking an intersection in Cainta, Rizal has prompted an official investigation by the Land Transportation Office (LTO). The incident disrupted traffic and raised serious safety concerns among motorists, commuters, and pedestrians on the day of the incident.
LTO Chief Assistant Secretary Atty. Vigor D. Mendoza II confirmed that a Show Cause Order (SCO) was issued to Angkas CEO George Royeca, who publicly took responsibility for the actions of the riders involved.

Why Blocking Intersections is Illegal and Dangerous
Blocking intersections is against the law under Republic Act No. 4136 (The Land Transportation and Traffic Code). It causes several problems, including:

The incident led to citations under Section 27 of RA 4136, regarding Improper Person to Operate a Motor Vehicle, which could result in the suspension or revocation of the involved riders’ driver’s licenses. Key points about this violation include:
- The LTO Director’s discretion in deciding whether to suspend or revoke a license is based on the specifics of the case.
- The primary penalty is license suspension or revocation, without a monetary fine.
- Considerations for such decisions include the driver’s history, the severity of the violation, and its potential risk to public safety.
Angkas CEO’s Response
Royeca appeared before LTO investigators at the central office, submitted documents, and explained the incident. Asec Mendoza acknowledged his accountability, saying that leaders should take responsibility for road safety violations.
