In a decisive move to uphold ethical standards within law enforcement, the Department of Transportation (DOTr) has dismissed five Land Transportation Office (LTO) enforcers involved in a controversial incident in Panglao, Bohol. The decision, announced during a press conference on March 3, 2025, follows a viral video depicting the enforcers’ questionable conduct during a routine operation.
The video, widely circulated online, shows LTO personnel apprehending a motorcycle rider carrying a bolo, a large cutting tool commonly used in agriculture. The rider, who identified himself as a farmer, was forcibly removed from his motorcycle and detained, despite his explanations regarding the bolo. The incident raised a public outcry over the enforcers’ handling of the situation, leading to their immediate dismissal.
DOTr Secretary Vince Dizon emphasized the agency’s commitment to public service. He underscored that such behavior from law enforcers is unacceptable and that the dismissal serves as a warning to uphold integrity and respect in all operations.
In response to the incident, LTO Chief Assistant Secretary Vigor Mendoza II mandated retraining for all enforcers nationwide. This retraining focuses on human rights and proper enforcement procedures to prevent future occurrences of misconduct. The LTO is also collaborating with the Philippine National Police (PNP) to update enforcement protocols and enhance training programs.
